What are the procedure involved in starting a consulting (providing
manpower) company?. For example, if we want to provide consultants to
some company xyz, what kind of forms has to be filled?. Thanks.

You will be going against true giants in the industry. If you have to ask
what forms to be filled out as you ready yourself to compete against
Manpower and Kelly Services, you are looking at a challenge beyond superman.

My recommendation, one to be seconded by a lot of us in the newsgroup, is
for you to go to work for Manpower and learn what it's all about. Then
strike out on your own with at least one paddle in your canoe. Start out in
outside sales on straight commission for you to get the real feel for what
it's all about.

There are only two ways to succede in the businness. Either you follow
Wayne's advice and start working for at least 1 year in one of the
major companies, this meaning that you will have a more than fair
understanding of the business and mechanism, eother you sit down and
study for a few years, gather intel, strenghten your knowledge and then
come out with a bang. In this case you will need substantial financial
power, not to mention a strong and ver well developed brand.

But then again, nothing beats onsite experience.

Filling out the forms is the easy part.
I too strongly suggest that you work for someone else as a consultant
before trying it out.

Getting technical people takes a little effort. Making fixed cost
estimates on business is very risky.
Getting paying clients is very hard. I have gathered a lot of intel,
placed ads in trade pubs, shaken hands with lots of people, collected
shoe boxes of business cards, mailed out lots of personalized
solicitation letters, cold called everyone I could think of, and have
very little success in landing business.

It also helps if you have strong ties to decision makers.
I use to work for "New Boston Consulting" in MA. During the interview
with NBC, the head hunter came right out and said NBC was founded by
ex-DEC executives who used their familiarity with the management chain
to place people at DEC (in the 80's).

I have had one head hunter (from another firm which shall remain
nameless) ask me for references. He ask for my references not so much
as to verify me, but as a networking tool to get inside the company.
After I took the job, the head hunter told my former supervisor that "I
hear that he is leaving. Do you need to replace him? I have just the
guy, etc...."
