Guys:

I would like to open a Consulting firm which provides Technical experts
for Telecom/Datacom/Semiconductor companies, how can I approach those
companies incase if I want to provide Technical experts as consultants,
can I call HR Director and ask about that (HR is not right contact
since their job is to recruit for the company)?. Can somebody point me.

For smaller companies, you deal directly with the person
who hires the worker. It is kind of a balancing act in
that if you normally have to totally bypass HR, but if you
really do bypass HR, they get mad at you and make your job
all but impossible.

For larger companies, they have a thing called an "approved
vendor" list. You need to get on that list. There is
normally a process, such as filling out paper work, and
then going through and interview and review process. When
it is all over, they tell you that the list is full, and
that you should try again later. That is a stock answer,
the list will always be full. You can only get on if you
(1) are related by blood to someone important, (2) have
naked pictures of someone important, (3) have an in due
to being a minority, or (4) bribe the right person.

John,

Appreciated. One more quick quesion: I can see small companies have
more oportunities, but whenever I call these small companies, they are
asking me "whom you want to talk" and "regrading what" and all. I am
looking for some trick about how can I know internal guys?.

Otherthing is, I can see some of the folks names and their contact info
on web, is it fair if I contact them?.

Again, that is one of the tricks. You can often buy this
information, and some cities have business newspapers that
sell guides that lists people in these businesses. But what
you will keep running into is that these folks all seem to
have brother-in-laws or relatives or best friends or college
roommates who work sales for consulting companies. It is
nearly impossible to work successfully against someone who
as an "in" like a relative. That is the whole trick of getting
your friends and relatives places in places where you can take
advantage of the connection. Many people try to overcome
this hurdle using bribes. While money payments are frowned
upon in the US, giving expensive gifts is considered the
norm, especially in private companies. If you want attention,
spread some hockey or football tickets around, and make sure
it is in a box suite, and make sure the catered food is top
notch. Or buy HD TV sets for the hiring managers. That might
get their attention.

Yes. Remember that these folks are busy, so if you make
it through to them, most will either blow you off, or
tell you anything to get you off of the phone. You normally
have to make 7 to 10 "impressions" or contacts before someone
starts to know who you are and what you are about. You might
want to do some other kinds of marketing before cold-calling
people directly since you likely will only get one shot on
the phone.
