Hi,
Entertaining the idea of forming a LLC in Delaware as there are no jury
trials. The business will operate though primarily in Wisconsin. Since
an out-of-state LLC has to register with the State of Wisconsin to
transact business, would Wisconsin Law govern a lawsuit that resulted
from a Wisconsin business transaction or would this still be governed by
Delaware LLC business law?

You are raising questions of jurisdiction and choice of law that are best
raised with a competent local attorney. Much of the answer will depend on
the form of contract you use and on the laws of the state in which you
conduct business.
