The cheapest employee with the necessary skills? The most skilled employee available? Someone you already know? A prospective employee whose personality and motivation are top notch but doesn’t actually have all of the skills needed? If you want to train somebody, or you need somebody with experience... if you have to money to afford the best employee on the market or you have to take someone who accepts a smaller salary...
